A PPP Combines the strengths of the public and private sectors to ensure the community receives efficient, professional, and patient-centered service. At its core, the PPP is about ensuring our families, neighbors, visitors, and first responders receive the highest quality emergency medical care possible.

Ambulance Transport Contractor
To establish the public/private partnership, a mandatory bidders conference was held, giving interested parties an opportunity to ask questions about the procurement process. Two transport providers participated in this required meeting (one of them being the current ambulance contractor). At the proposal deadline, only one submittal was received. The application was reviewed, the applicant made a presentation, and a panel scored the application package. American Medical Response (AMR) was the successful applicant.
American Medical Response (AMR) combines local operational management with the resources of the nation's largest medical transportation provider. Through its affiliation with Global Medical Response, AMR provides access to extensive disaster response capabilities, specialized clinical resources, and a statewide network of ground and air medical assets.
AMR's experience operating successful public private partnerships throughout California further supports innovation, system reliability, and long-term sustainability for the communities they serve.
Ambulance Billing Contractor
Wittman Enterprises, a long-time billing and collections provider in the ambulance industry had merged with EMS|MC. Having an established billing partner is critical in terms of experience, resources, and regulatory compliance in the health care industry. Wittman Enterprises (now EMS|MC) has partnered on similar arrangements with cities, JPAs, EMS Authorities, along with private transportation agencies. Currently, EMS|MC supports more than 11 PPP clients throughout California.
